LTC Abigail G. Carter

LTC Abigail Carter is a native of Hampstead, Maryland. In 2009 she graduated from the United States Military Academy with a Bachelor of Science degree in Comparative Legal Studies with Honors, and was commissioned a second lieutenant in Air Defense Artillery. Upon completion of the Air Defense Artillery Basic Officer Leader Course, LTC Carter was assigned to Charlie Battery, 1st Battalion, 1st Air Defense Artillery on Okinawa, Japan. She served fourteen months as fire control platoon leader and six months as battery trainer. She then transitioned to HHB/1-1 ADA BN to assume duties as a tactical director. During this period, LTC Carter additionally served as 1-1 ADA BN’s chief liaison officer for tactical integration with 18th Wing USAF, Marine Air Control Squadron Four, and the Fifth Air and Missile Defense Group, JASDF.

Upon return from Japan and completion of the Air Defense Artillery Captain’s Career Course, LTC Carter assumed duties as the assistant operations officer for 3d Battalion, 43d Air Defense Artillery on Fort Bliss, TX. She deployed with 3-43 ADA BN to the CENTCOM AOR in support of Operation Enduring Freedom in October 2013. In September 2014 she assumed command of Charlie Battery, 3d Battalion, 43d Air Defense Artillery. In April 2015, she assumed command of B-2 ADA (THAAD).

Following command, LTC Carter transitioned to the National Training Center and Fort Irwin, where she served as the Division Air and Missile Defense Officer, and as a Brigade ADAM/BAE Cell Observer Coach Trainer. In April 2018, LTC Carter transitioned to Fort Sill, OK to serve as an ADA Captains Career Course Instructor. LTC Carter then attended the United Kingdom’s Intermediate Command and Staff College (Land), graduating in 2020. LTC Carter then transitioned to Headquarters, Department of the Army, where she served as an action officer on the Talent Management Task Force, and as a planner and executive assistant on the Army Support Team to the Base Renaming Commission. From May 2022 to May 2023, LTC Carter served as the Operations Officer for 6th Battalion, 52nd Air Defense Artillery on Suwon Air Base, Republic of Korea. She then served as the Battalion Executive Officer. In May 2024, LTC Carter transitioned to duties as a Joint Planner in the Joint Enabling Capabilities Command on Naval Station Norfolk. She assumed duties at the Scarlet Knight Battalion Professor of Military Science in August 2026.

LTC Carter is an Honor Graduate of the Air Defense Artillery Fire Control Officer course, the Joint Firepower Course, and the Air Defense Artillery Captain’s Career Course, and a graduate of the ADAM/BAE Course. Her awards and decorations include the Joint Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal, Army Staff Identification Badge, Parachutist Badge, and German Proficiency Badge (Gold).
